Government programmes
generally have a beginning, a ‘muddle’ and no end. And when
commissioned they bear the stamp of neglect invariably. More so the
housing ventures. However, Rajiv Swagruha, the housing scheme meant for
moderate income groups, begs to differ. For one the programme is on
schedule. Secondly and most importantly it is the best that could have
come out of a government drawing board.

unauthorised buildings is not peculiar to any city, but something
prevalent in almost all the major cities in the country. Although
Sakrama, for checking unauthorised constructions, is yet to take off in
Karnataka, we have to wait to see the Act being enforced. Meanwhile, in
every city, the town planning authorities often complain that their
respective town planning Acts lack teeth to stop unauthorised
construction
